Hi,
Getting a University transfer (changing university with a different course) is a difficult and a rare option as compared to the change of colleges under the same University. Definitely the value of such a course is always questionable and may lead to identity issues for the course recognition in the market.
Still I would suggest you to first contact the University where you plan to take the transfer and inquire whether such provisions are available or not based on which you may then decide further.

You should not distract yourself.
You are already doing B.Com and preparing for ICWA. This alone is enough, if you want to do it well. In case you opt for other courses, you may get distracted and ICWA or B.Com performance can get affected.
