HR can be taken as a specialization only in the PGDM General program in BIMTECH. And MAT score is not considered for that.
But in case you are open minded for other options in BIMTECH, read ahead.
The PGDM General and PGDM International Business accepts only CAT and GMAT scores. The cutoff of CAT was 75 percentile last year, and that of GMAT was around 600 to 620 for the PGDM General program, and was little less for the International Business.
So you cannot apply to General and International Business programs with the MAT score.
The PGDM Retail Management and PGDM Insurance Business Management accepts CAT, GMAT, XAT, CMAT and MAT scores. The cutoff of CAT and XAT was around 60 percentile. The cutoff of CMAT was around 200 out of 400, but that can vary heavily due to fluctuations in the CMAT difficulty levels every year. The cutoff of MAT is also not high, and you can easily expect a call.
If you are interested in Retail Management and Insurance Business Managment. They are good courses. And if you come here and work hard, you can get better placements than even the best students of PGDM General students.
Anyway, a general suggestion would be whatever scores you have in CAT and XAT, now focus on the upcoming CMAT exam, and try and get above 95 percentile which is not that tough a task. A lot of gates will open up for you.
But then the next hurdle will start, that is of Group Discussions, Essay Writing, Personal Interviews etc. Till CMAT don't think of any of these, but immediately after CMAT start working on your the Second phase of the MBA admissions as explained by me above.

There are various courses related to Computer software and application it generally depends upon your taste of interest.
Some of the certification options are:
Java/J2EE - The server side software development of web is mostly done by this most secure language option. Most of the banks in India and abroad implement their web applications using Java/J2EE only.
.NET - This is among most popular languages which are direct counterparts of Java. These are mainly used for light weight application development on the server side and client side. .NET is also easy to master compared to the long Java Library.
The other options for the courses include, i am listing most prominent ones from job point of view:
Oracle/Mysql/DB2/DBA - This is one of the most reliable course options but you will not get any work of software development on its basis, yet you can continue doing it if you have interest in DBMS.
CCNA/MCSE - These networking certifications can employ you as a network engineer and again even in the recession period these were the most reliable career options, if not most exciting.
Between java & .NET i would suggest .NET and you being from ECE branch, Networking courses like CCNA should be easier for you.

Rahul, looking futuristically, If you're creative, you can always consider going for Design and Animation. A good mentor and wise selection of courses with a good school, followed by diligent learning, would get you a head start in your career. However, you must check your suitability for this field. Animation is an art form and a very demanding career. It has ample opportunities for the creatively talented people. Opportunities lie in UI Design, Graphic Design, Storyboarding, Animation Design, Game Design, 3D Modelling, Texturing and Lighting, Dynamics and VFX and of course animation (2D and 3D). However, choosing between these must be done after seeing your performance in each of these. So going for a generic course covering all or most of these would be the best way to get started in these careers. Typically you should have good sketching skills to be able to make a sound career in this (if you work hard you can improve your drawing skills tremendously).
