Shifting the career from commerce to arts is not a sign of issue but that sign of interest and that show you are on the track to choose the field based on your calibre and not going to follow the trend.
And you can start from the first year there is no issue as such because you going to obtain knowledge.

Work on those areas which were the reasons for your refusal. You have to be very clear with your career plans and why you want to study the particular program. Can you mention the reasons of refusal previously?

Your grades are very low for German Universities. 55% to 63% is not acceptable. You can find options in low tier universities, but you should think twice before investing your time and money in such B-schools. You must take GMAT. If you score well, you may still have a chance. Instead, you can look for other country options like Australia or New Zealand.

Starting 2022, Hans Raj College has stopped releasing the cutoff for BCom (Hons) and other undergraduate courses publicly. Earlier, the institute, along with the University of Delhi used to release the cutoff scores for different category students across seven to eight cutoff lists. You can get admission in IIT Mumbai. See, diploma is considered as equivalent to 12th. So if you have scored 75% or more in diploma, you are eligible to appear for JEE advanced after of course scoring more than cutoff declared in JEE Mains. If you are appearing for diploma then study so that score minimum requirement. It is understood that for diploma holders cracking JEE Mains is tough but then nothing is impossible in this world.

If you have completed your Bachelor degree, why do you want to demote and study a diploma again unless otherwise you are talking about a PG Diploma. Either do a PG Diploma or Masters.
