Once u enter into BTech or Bsc,it is impossible to design a time table which allows u to concentrate on both academics of JEE and ongoing college activitiesnIf u R really determined to crack the xam,u can take a risk of dropping an year else continue BTech and work hard in scheduling a proper strategy.
Note : U need to be very serious in Dis path because there will be lot of distractions in college curriculum which might not suit ur plans.

I guess, Delhi University is surely better because there are very few seats and high competition. So, it has more value and the faculty of DU is amazing as per my experience. Rest, it's surely your choice.

Initially, the rule was not compulsorily applied to various colleges. The government initially had plans of having a supernumerary quota of 10% of the sanctioned strength for the TFWS students. However, this number has been reduced to 5% of the total seats and made compulsory to All colleges recognised by the AICTE which will include private unaided institutes. Example: If there are 120 students in a department then there will be 6 Supernumerary Seats (in addition to 120 seats) which will be split equally; 2 seats for each of the Economically Backward, Women and Physically Challenged students.

Admission will be according to Sequence number that has been provided with GMR. Rank 60 is high and chance is low to get through. Though WBJEE and NEET counselling will take place before PUBDET counselling. So, there might be a chance, if candidates with better ranking wouldn't appear for the PUBDET counselling which is going to be held in mid-July.

There are 20%-30% seats are reserved for the students who are taking lateral entry in every college. The seats reserved for lateral entry may differ in some colleges. The fees for the degree engineering course may differ from college to college. So, you have to go through college and know yourself better. All the best. Lateral entry students seats are depending on the college that you have preferred for yourself as each college have its own quota for Polytechnic students. Fee structure is also depend upon the college that you prefer the most.
