The main campus USBT(University School OF Biotechnology) admission process requires a rank below 150-170 for Delhi GENERAL and 50-70 for outside Delhi GENERAL.
So, you won't. Try the spot round and be hopeful.

There is a rare chance of getting core engineering streams in government colleges with this rank, but you can get a good private college of AKTU with your desired stream.
The colleges like Galgotia, GLA, AMITY, KITE, etc. are still in your range.

Yes, there is a chance that you will get textile or production branch in VJTI in 2nd/3rd round. But you should also know that textile and production branch is not as good as other, so if you want to change branch then you need at least 8+ pointer in 1st year. Getting 8+pointer is not difficult so you have good chances that you can flip the branch. Best of luck.

Yes, it is possible to switch. You can only switch after your 1st year. Once you enter in second year, then it will not be possible to switch your branch. So, switch it as soon as possible. Ask your college committee for the procedure and apply for it.
