Yes, you can get the migration only you have to submit the following documents. You have to submit a letter explaining the circumstances and factor why you want to transfer or migrate. A duplicate copy showing the student grade which is achieved by the student in the period prior to the transfer. An admission letter forms the university in which the student wants to transfer. An official letter in which it shows the transfer credit hours accepted in the university.

The minimum qualification required for admission into a diploma course is passing of the Secondary School Leaving Certificate (SSLC)/tenth standard/equivalent examination, with at least 35 percent in science and Maths subjects. The state boards of technical education of most of the states in India conduct entrance tests.
The percentage is decided according to the course also choosing for the Diploma.

Yes, you can definitely apply for it. To secure admission in PG programs, the candidate should hold any Bachelors degree of minimum 3 years duration from a recognised University. Also, candidates belonging to General category should have obtained a minimum of 50% marks in graduation and candidates belonging to reserved categories must have scored a minimum of 45% marks in graduation.
