TIFR runs a graduate programme leading to the award of Ph.D, Integrated M.Sc-Ph.D as well as M.Sc degree in subjects such as: Mathematics, Physics, Chemistry, Biology, Computer & System Sciences (including Communications and Applied Probability) and Science Education. It is conducted at the Mumbai campus and various National Centres of TIFR. You are eligible for integrated PhD program in Maths. You will have to appear for the entrance test and interview to seek admission in Integrated PhD program in Maths at TIFR. There is no minimum CGPA as eligibility criteria. So many years of gap may not be accepted easily, but if your overall profile is good you have a chance. It will depend on your SOP, LOR, nature of work experience, etc. Please also check other countries such as Canada, New Zealand, USA, Netherlands, etc.
You can avail education loans for higher studies as long as it is not a Diploma course.

Your academic front is not very good and you might face some issues, I would recommend you to first completely focus on clearing your backlogs and then look out for jobs, getting a good job straight away can be difficult so even if you get an internship in a good company, take it, gain knowledge and then move on.
