The eligibility differs from country to country, you must take the IELTS or TOEFL for English language proficiency requirements, you must have sufficient academic grades, some universities are more competitive than others. You can check this link below to have an idea:

To classify as 'Best' is relative.
Further being from ILS Law College, I have a personal bias in favour of ILS Law College, given its prestige and the fact that it is an age old institution which has contributed to the academia through the indispensable scholarly works of Dr. (Prof.) S.P. Sathe and legal profession through legal luminaries like Justice Y.V. Chandrachud and Justice P.B. Gajendragadkar, to name a few from the ocean of alums.
