Yes, 2nd year is the year when migrations are permitted, but it also depends upon the university. Some permit migrations while others do not, so you have to check with your university.

I am sorry to say this, but I had because it helps you a lot. If you are willing to go for colleges in Canada please stop your trials because as all knows job market in Canada is weaker. If you pursue your Masters in colleges you didn't get plethora of opportunities that's why I suggest you to try for universities like Waterloo and toranto, because branding is important to secure white collar jobs. Please be aware of expensiveness, because they charge a lot for international students so with 2 years of minimum job experience and IELTS of 7.5 is required to apply for p. r and you save a lot.

As per the guidelines exam rules you can appear in the CSIR UGC NET under Physical Sciences subject. But before applying for the exam make sure you fulfil all the eligible criteria which is decided by the CSIR.
