Open schooling is good for increasing literacy among the weaker section of society. But not enough for competition point of view. Today parents are spending a huge amount on their children by admitting them in a reputed school or coaching centers. So, in my opinion, if you have time and some money, you should prefer the regular mode of study. Because the required pace and motivation can not be attained by the open schooling.

When you are talking of engineering colleges, the college which you want to leave thinks as if they are going to lose financially by allowing you to leave the college hence they will make all attempts to see that you will not be able to leave. In view of this foregoing my sincere advice to you will be to remove this thought from your mind and concentrate on studying at the same Institute till you finish your engineering course fully and then think of going somewhere else for your post graduate studies.

The admissions for even the undergraduate courses in Tamil Nadu or not based on any entrance exam. The admissions are given based on the marks obtained in the 12th exam by a student. Hi,
US and Canada will be good, Germany is into academics, so if your GPA isn't great chances are less. But, give a try. US universities are more into holistic approach, they don't have importance to just one parameter so looks better for you. Also your SAT score is good. Just check with the universities for double UG programs or double major requirements.
