You need a minimum cut-off rank for the college. Marks being same may have a huge difference in ranks. So, check for last 3 years rank cut-offs and their related marks and then aim for a minimum of 40 marks higher.

I don't know about entire engineering branches. But for electrical engineering GATE lectures by K. N. Rao portal is one of the best. Even it's a startup it's riding on the experience of Rao sir the sphere head of the team. Sir is dealing with Machines, Networks, and Power systems and Power electronics lectures by some other faculty member is also nice so there's no worries for core subjects. Remaining Signals and systems by Sri Hari sir is awesome. Measurements and mathematics are also good. Remaining subjects also manageable. Yes, if the course for Masters is available there depends on the norms of the college. It must be having entrance for admission to Masters course. In Delhi University, Masters admission is done by entrance or merit based for students in DU. You can get merit based.

Both the branches have their own perks, so you have to decide in which of them you are interested in, however If you want to work in core companies the go for EEE and if you want options of both core and software then go for ECE.

You won't get immediately after graduating. You must find a relevant job first and actually perform well, have good career growth. After a couple of years, i.e. 5-8 years you can apply for PR. It also depends on the market demand, you should be aware of labour shortage and professions in demand and show your relevancy.
