A creation of game starts with sketching and creating their 2d art.on that scenario photoshop is the most used one.Then comes the 3d models of the props and characters.Max or Blender is preferred there.Then you start the game engine.There you put all the props and characters along with their animations.And there only you can create various types of backgrounds or which you can call "Game World".As a game engine commonly UDK or Cry engine gets the preference.But you can also use Unity for small game development.
But you have to remember what platform you are developing the Game on.Mobile or Pc. Softwares vary according to that.

Yes, after completing diploma in any engineering field you can pursue lateral B.Tech in which you can directly enter into the second year. Also, degree course will open more opportunities for you.
To be eligible, you need to score minimum aggregate of 60% in the diploma course. You need to sit for Lateral Entry Entrance Test or LEET which is conducted at state level. Some colleges and Universities too conduct their own lateral entry tests.
