After completing diploma in Electronics and Communication engineering, it is always advisable to pursue lateral B.Tech course in which you can directly enter into the second year. Degree course will open more career opportunities for you.
* Eligibility Criteria :
You need to score minimum aggregate of 60% marks in the diploma course. You need to sit for Lateral Entry Entrance Test or LEET which is conducted at state level. Some colleges and Universities too conduct their own lateral entry tests.

Physical test is not conducted by UPSC. An affiliated hospital will do that and they are good people. Unless you have some real health issues, they won’t reject you.
They will have in their hand a form that contains various parameters. That form doesn't contain whether a candidate has a tattoo or not. So you may go ahead for Civil Services that offer an attractive and challenging career to the ambitious, the aspiring and the talented.

*Cover the syllabus strategically. Don't go for a "prepare all" approach for prelims
