Hi,
There is no best time to give the GRE to gain financial aid and scholarship. Usually for the Fall term, the university application portals open by August/September and you have approximately 3-4 months to apply. Therefore, it is best recommended that you take the GRE before August, so that by the time you apply, you have your scores in hand. Also, applying in the 1st deadline i.e. till September/October has maximum chances of getting you a scholarship as 100% scholarships are available in the first round. MBA + Post Graduate Program in Entrepreneurship & Business
Eligibility Criteria:
An applicant should have a minimum of three-year Bachelor's Degree or equivalent in any discipline approved by the UGC. Candidates appearing for the final examination for the Bachelor's Degree can also apply, subject to furnishing evidence to that effect latest by 30th October.

Hi,
The average expenditure to pursue MS in a good university in US varies between 50,000-80,000 USD depending on the university and the living expenses. It can be more or less depending on the university and where it is located. Generally, the the cost that i have mentioned is the average cost. If money is a problem for you, you should look for a scholarship or a loan. When you target scholarships, make sure you have scored atleast 1450+ in the GRE as that would highly increase your chances of getting a scholarship.

Dear rohini, you can go for cds(combined defence service) exam. Minimimum qualification is graduation. The forms will available in may to june and exam will be in september. You can check all the details in this site www.upsc.gov.in
