Hi,
Atleast 6.5 band score in required with a minimum score of 6 in each section. This college would even consider a 5.5 band score, however, it is recommended that you target over 6.5 only because the university may just ask you to retake the IELTs with a 5.5 band score.

Preparation for which exam are you taking about. If it is exam of B.E. semesters itself then get it on with it immediately and regularly. If it is an exam like UPSC exam then you can wait till your final year starts, but keep yourself well informed about the current affairs and start improving your GK right from today.

You need to apply for it when the notification comes around mid of Feb 2011 and then prepare yourself for the prelims which would be held in June 2011. But I think you must target UPSC exam of 2012 and not of 2011. Get some study material from a coaching institute. Rau's coaching institute and T.I.M.E. are reputed insitutes for this. Undergo some mock tests. Discuss with fellow students who also are giving the same exam.Keep yourself well informed about the current affairs (events which occured in the last one or two years). Study your optional subject elaborately. Time is very less and hence you need to study overtime.
