The cut-off is generally very volatile in nature depending upon the year, students applied, structure of the process, etc. But 90 percentile plus should be the ideal target.

According to my point of view, I don't think from government Polytechnic, it will be useful to gain the knowledge of film and video editing.
Film and video editing are completely different spheres of a medium.
If you are eager to learn more about the film and video editing, in the field of film and entertainment, then I'll suggest you to join at some film or media institute.

You can go for a degree programme in animation like B.Sc. (Animation), B.Sc. (Multimedia), Diploma in VFX, 2D, and 3D animation. In all there programs you just need to be 10+2 pass from any stream.

Completion of 10+2 doesn't matter if you are looking towards this field. However, I would recommend you to go for 12th studies. If you want to be a photographer especially that of fashion field than you have two options - either go for a full-time degree programme in journalism and mass communication or opt any certificate or Diploma course in photography.

MAT is not accepted for MMS course.
You can apply for PGDM course, much more weightage will be given to your personality, past achievements and capabilities. Showcase the best of you and you have a fair chance of selection. All the best.
PS: PGDM course is considered much better and gives higher exposure. Well taken care of by college.
