You have a very good chance of getting admission in PUMBA through all India i.e. OMS quota.Previous year's cutoff for this quota was 99.09.And experience doesn't matter for admission in PUMBA but at time of placements it do matter. Latterals get better package than freshers. And yes college has some policies for latterals.

Only universities can offer MBA: In India only those management institutes which are affiliated to a university can offer an MBA degree. For this reason institutes like Department of Management Sciences (PUMBA), University of Pune, Jamnalal Bajaj Institute of Management Studies or Faculty of Management Studies can offer MBA degree, as they are affiliated with Pune, Mumbai and Delhi University respectively. Guide-Level 12

In all countries our degrees are valid. However each country has their own medical council. without registering int heir council you can not practice.
This is because each country have their own law on medical claims.
This is applicable even if you complete your degree abroad and come and work in India also.
A comment from a senior doctor from UK is for your information.
He wanted his son to do medicine in India or China. I asked him why ?
He says if he is studying here he will use his brains to diagnosis. If he is going to study in UK, he will depend only upon machines. That's why he says Indian doctors are excelling in abroad.
