Yes, you can pursue B.Tech in chemical engineering. You can get admission through lateral entry. There are seats available for B.Sc students. You will have to appear for lateral entry exam conducted by each state university. The name of the exam conducted by Uttarakhand University is UKSEE.

Only adding LLB degree won't help you to get settled career even. You can pursue psychology in Master degree and think upto PhD specially in clinical psychology.
So, choose the field according to your caliber and interest don't go with programme name and influence of others.
