Hi,
Both the options are good but they are totally different. B.Sc is basically knowledge oriented course whereas engineering from any branch is job oriented course. If you are passionate to get the deep knowledge of physics, chemistry and maths then go for B.Sc, and further M.Sc.
For chemical engineering, I would suggest you to choose a reputed college or appear in JEE exam at least one time.

With just 36 percentile in the CAT, it is impossible to get admission even in any decent MBA college anywhere in India. Better you reappear for CAT and score higher.

As you have scored 83 percentile in JEE Mains exam 2019 and you belongs to general category, so it will be difficult for you to get a seat in DY Patil. Still participate in the counselling process. At the same time, apply for some other private colleges like Amity University, Sharda University, Lovely Professional University, etc. as per your interest and convenience to be on the safer side.
