Yes , you can opt for medical transcription certificate course from university of Mumbai. I heard Ignou , too is about to launch a course in medical transcription soon. However Sikkim Manipal University of distance education runs courses in medical transcription. You have to register yourself into study centers of Sikkim.( not any other study centers) SMU DE degress/diplomas are only valid , when you do their courses from Sikkim.

Yes , you have pretty good chances brother. :) First you can apply for AMIE. Amie is equivalent to B.tech. and you can complete it within four years. The fee is also economical. Or you can do Bsc. maths from Ignou and alongside start preparing for government jobs. :) :) If you have doubts regarding AMIE , let me know. best of luck. :) :)
