This would depend a lot on your long term career goals. If you intend to return to India, then France or Germany should be fine. However, if you intend to explore permanent settlement abroad as well, then Canada or Australia is a better option as the government rules are more flexible in terms of work opportunities post MBA. Career opportunities and quality of education in Italy & Iceland may not be at par with France & Germany.

I heard that the placement drives conducted for IT and computer is good but for mechanical and other branches the companies are less interested in PCCOE.
So I think you should go for Cummins Pune because it is best and has better opportunities as far as placements are concerned in mechanical engineering than PCCOE. Also, it has good teaching facilities.

It's nice to know that you have a great aim. But unfortunately, one cannot leave a course midway to join a similar course midway abroad or even in India. You need to complete your engineering here and then go for MS abroad or you can go abroad even after finishing your 12th here.
