The NET is a national level exam, which is conducted for the determination of the candidates for assistant professor posts in the universities and colleges and for the junior research fellowship awards in the research field. ENTC and computer are really two different fields and you need to choose the stream based on your interest. As far as colleges are concerned, I can talk about Cummins as I know a little about VIT. Cummins is autonomous and has good opportunities for placements for people in Computer and IT streams.

You should not apply for the reservation seat as you do not have your caste certificate. As when the colleges check your documents, it will be a great risk for your candidature in the college. Therefore, it should not be the option for taking admission, as you don't have any proof.
