To become a software developer, you have to earn a degree in software engineering or a related field such as computer science, information technology. Most software engineer positions require a bachelor's degree. There are many 3-year degree programmes for software developers.

Well, I will suggest you to sit and ask yourself which one will be easy for. Check the syllabus of B.Tech and BA LL.B as both are totally in opposite directions. In B.Tech, you will learn the concepts of the related domain of engineering. In BA LL.B, arts and law.
An IPS officer has to be very smart and strong. I would say do it from top universities so that you can learn as much as you can. For law, National Law School of India University, Bangalore,
National Law University, New Delhi,
National Law University, Jodhpur,
Faculty of Law, University of Delhi,
Lovely Professional University, etc. are recommended.
