Yes, Medical College, Kolkata is better than Dayanand Medical college and hospital. The education that the colleges offer are of good quality. But the difference in the fees for which the courses are offered are drastic. For example, the MBBS course offered at the Medical college, Kolkata is 45,000, whereas the MBBS course offered at the Dayanand Medical college is 11 Lakhs. There is a difference in lakhs.

The probability is low, but there are chances that you might get admission at the Medical college Kolkata.  590+ marks can get you a seat in the top colleges through state quota.
