Since you are in class 9th as of now, your focus should be your class 10th board exams and deciding what subjects you want to choose in class 11th or 12th.
To answer your question, there is nothing better or worse if you compare graduation in India or Abroad. Both have their own pros and cons.
Studying abroad gives you international exposure, good networking opportunities as well as working in advanced technology whereas in India you can pursue the same course in less than half tuition fee. The test you would have to take in order to get admission in these universities are the GRE and the IELTS. You would need atleast 1400+ in the GRE and 7.0 band score+ in the IELTS if you want to make it to the best universities.
