MBBS entrance exams are compulsory for getting a seat in a Medical College in any state of India. On donation basis by spending a heavy amount you can get a seat in any private medical College. Otherwise you can persue MBBS in Phillippnes or Russia with limited financial burden and you have to do in a College wih MCI recognition.

select one subject from your graduation and do post graduation in it. so dual benefits will be for you and select history as another subject in IAS examination preparations.
