As your are pursuing under graduate course in EEE, it would be always advisable for you to pursue MS in same or related fields as it will add on to the knowledge of what all you have learned during graduation.
US, UK, Germany are the best study destination to pursue MS in EEE, besides these three countries there are few good universities in Singapore which offers course of your interest.
In order to pursue MS from these countries, you need to have:
Good academic record, preferably 60% plus in graduation.
Relevant undergraduate degree from recognized university.
IELTS score of 6-7 bands plus or TOEFL score of 85-90 plus.

M.Tech & MCA it has a clear advantage. Though both are master degrees, M.Tech will lead to master degree in professional course and therefore lead to higher opportunities both in industry and academy.
Therefore, M.Tech after MCA gives an edge over any other bachelor degree in India and also makes you equivalent to your M.Tech peers,by doing M.Tech you can go in research field and education field in enginering college.
If you don't have a job offer in hand and just looking for some course to do,apply for M.Tech.
