MBA is a degree offered by colleges recognised by University Grant Commission(UGC) and PGDM is a diploma offered by the institutes recognised by All India Council by Technical Education(AICTE).
UGC is made for maintenance of standards of university education whereas AICTE is for technical and management education in India.PGPM is a Post Graduate Programme in Management which is according to the current trends of an industry.

The SNAP cutoff varies category-wise. It is not fixed. Last year the it went upto 97% (approx) for general category. The cutoff for other categories were lesser than that. You need to register for SNAP 2015 for sure. But you can apply for any symbiosis institute later (but before the mentioned deadline for that respective institute) . Refer following link to know exact last date of application for various symbiosis institute.
