Post Graduate Diploma in Management at IMS Ghaziabad is a two-years full time Program approved by All India Council for Technical Education (AICTE), Ministry of HRD, Govt. of India. Every business school conducts admission on the basis on entrance exams like CAT/MAT/XAT/CMAT or their own entrance exam. You will not be able to take admission without entrance exam.

As per the MH CET guidelines, if you belong to general category then you must have atleast 50% marks in Physics, Chemistry and Biology to be eligible for appearing in the exam.
If you do not meet the criteria then you might not be able to appear in the exam.

It looks like you might have trouble in getting a call with such low CAT scores. Last year the admissions closed out at 70 percentile. If you are a SC/ST category candidate, then you might have a shot here.

There are FPM programs in IIMs too, in case if you are aware. They are considered to be equivalent to Phd. But their cutoffs are much lower as compared to their PGDM programs. The same thing happens in the case of all the B-Schools in India.
PHD in Management is to be preferred only if you are really sure of it, and only after you have measured all the other alternatives available to you.
