Hi Jerin,
ACCA (the Association of Chartered Certified Accountants) is the global body for professional accountants.
ACCA is internationally recognised(in 170 countries), where as ICAI is only recognized in few countries.
Eventhough ACCA can use 'Chartered Accountant' designation, they usually called as 'Chartered Certified Accountant / ACCA'. So if you are really interested in the designation go for ICAI.
As compared to CA through ICAI, ACCA is still a budding certification and is at very nascent stage in India. Not only this, ICAI is an organization which is known world over.
However, ACCA+B.Com is offered by very less institutes.

You haven't mentioned your education background. Most of the good colleges require atleast 50% in graduation and you should have appeared for entrance exams like: CAT, MAT, XAT, CMAT etc. You can fill the application form from college website and get the admission or you can directly visit colleges for admission. The last year cut-off for PGDM programme was 91.6 percentile, so I am sure you will clear the cut-off.
The subsequent rounds in the admission procedure include essay writing, psychometric test, extempore speaking and personal interview. The final admission will be based on these and your cat percentile, as per the weightage assigned by the college.

Before seeking admission in any institute, kindly check the below mentioned parameters such as affiliation, accreditation, fee structure, curriculum etc.
I can totally understand your dilemma in this case as I have been through the same.
Now, you need understand that there are two important things to consider while seeking admission.
(i) A branch of your choice but from a not so good institute = Not much value.

Yes you can apply for admission in FIIB. The admission is open and criteria is CMAT/MAT/CAT/ATMA. The classes will resume from April. The college is very good in terms of study and placements, if you wan't to have a good future endeavor.
