There are two stages of Examination in civil services which you need to clear to get into civil services: Preliminary & Main.
Prelim: As the Prelim Exam pattern is changing now instead of subject Knowledge you have to focus more on areas like decision making skills, logical and analytical abilities and the knowledge in the services in which you want to pursue your career. Since the preliminary exam is an elimination round the candidate should also learn to focus only on the information needed and filter out the rest.

Well as per my knowledge, to go for English Hons. you would require to pursue the degree through the regular mode and the admission includes filling the application and submitting the same. The short listing will take place either on the basis of your attaining the expected cut offs or through the entrance test conducted by many colleges.
But if you are keen to pursue a course through the open learning, then you may apply again through SOL or from other Universities.

The course that you want to pursue required you to take the IELTS. You can pursue Masters in electronic engineering - embedded systems. Apart from the IELTS, the test that you would have to take is the GRE. You would need a score above 1200 atleast to get admission in a good university in Canada. You may also have to retake the IELTS because majority of the universities in Canada require 6.5 band score with a minimum score of 6 in each section.

With 81%, you can get very good universities but with a GRE score of 1080, you will have to compromise on the brand value of the university. Let me know if you are willing to retake the GRE. If you are not, i shall suggest you universities on the basis of this score.
