There are two stages of Examination in civil services which you need to clear to get into civil services: Preliminary & Main.
Prelim: As the Prelim Exam pattern is changing now instead of subject Knowledge you have to focus more on areas like decision making skills, logical and analytical abilities and the knowledge in the services in which you want to pursue your career. Since the preliminary exam is an elimination round the candidate should also learn to focus only on the information needed and filter out the rest.
Mains: the preparation of Mains should start at least a year in advance. Just because you have to prepare for Essay, GS and the two optional you never get enough time (to prepare for all these) Further, it is on the basis of your performance in Mains, on which mainly depends the final outcome of your efforts. You should think about appearing in the Prelims only when you have had a strong grip over the Mains' subject matter.

As you are already from the Mass Comm field, you know how dynamic is the Mass Comm field is as it offers so much such as Journalism, Advertising, Media, PR, etc. so pursuing masters is the right choice but selecting a domain totally rests in your hand. But as you have mentioned that you are interested in the Film & T.V. then you should pursue a course in Film making / Production.
Media line itself is so challenging and film making / Production will be more of skill based. To start a career it is necessary for you to gain knowledge about the basic aspects of film making such as Direction, Cinematography,Camera angles, market demand as in what type of films or T.V. shows are in, etc. So I would suggest you to join some course related to Film making and direction so that you gain the relevant knowledge. To start a career I would suggest you to join some good production house or an AD agency as a trainee to groom yourself or another good option for you can be to start shooting documentary films, do it as a free lancer or join any NGO and make a documentary for them and then you can apply to big production houses or if you have enough funds you can start your own production. But first I would suggest you to go for film making course.

Both MBA/ IAS are two different fields & have no comparisons with one another. Your confusion can be dissolved on the basis of your area of interest in which you plan to pursue a career ahead.
If you are keen to take up a career in the government services then opt for the IAS, however, it is no easy way. UPSC conducts one of the most competitive exam for the enrollment of the IAS officers, the premiere services under the Indian Civil Services.
But if you are keen for pursuing a career in a MNC/ Private firms and gain a huge pay package in the management discipline, MBA is regarded as one of the best options. There are several institutes in India that are offering MBA, but it is only worth to go for a good institute to pursue your MBA and the admissions are held on the basis of your entrance. several entrances like MAT, CAT, CET, SNAP etc are conducted.

As the MBA degree through Correspondence doesn't have any public ranking or neutral rating all of them placed equally. However, few of the things you should keep in mind while choosing the institute are: First and foremost the recognition of the Institute (the institute must be recognized by UGC or AICTE), Secondly the course curriculum and the study material, the infrastructure, the no. of classes provided in case it is a correspondence program, Whether there is faculty or online support or not, Last but not least Institutes reputation in the job market for which you should visit the institute and try and get few of the alumnae contacts.
Few of the Universities which you may check are: IGNOU, Annamalai University, IMT, Amity, Symbiosis etc.
