Hi Adnan, you need not learn graphics for doing computer engineering. However, on the other hand graphic design is a good thing to learn and is a useful tool for any career. you can take it to be an essential skill like learning office tools. I am not sure how good you are with maths and programming. I could tell you to search the youtube for 'best animation faculty' or 'best animation institute'. However these are only some of the methods of shortlisting.
