It's impossible to get an admission at that score since the cutoff of all reputed colleges is at least 80+ percentile. I'd suggest you reappear for CET and other exams and aim for a much higher score.

It's of course good to do civil engineering graduation in UK. The student is then in a better position to get job in UK as compared with students from outside UK. You can even proceed to do your PG also from UK. Job prospects are of course good there. Best wishes to your dreams of doing engineering in UK.

There are vastly different dynamics at play when one wishes to change engineering college midway after beginning of the course. It's at least possible where management is same in both the colleges. Else the college that you want to leave will put in as many obstacles as possible since that college will be loosing a paying student. Hence, practically speaking, if management of both colleges is same then you may attempt but if the management is different then it would be a futile attempt. Best wishes to you.

Aah! An engineering graduate desirous if doing a course in psychology. Great. I personally like psychology since it teaches us many things in life. I would advise you to download brochure cum application forms of IGNOU & Annamalai. Go through it and then decide on the course that you want to pursue based on eligibility.
