You can target GRE, a score around 320-330 is good enough to get into good university. You also need to clear TOFEL (English proficiency test). Without entrance exam, its difficult to get admission in foreign university.

The fee is not a factor to determine whether a course is good or not. MBA from top Universities in Canada would be a good idea (with or without loan). However if you don't get accepted into the top 10 Canadian universities, then no point in taking a loan for MBA. E.g.: U Toronto, UBC, University of Waterloo, etc.
