Hi Hrishi, couldn't find a telecom and Robotics combination but a robotics and automation course offered by TU Dortmund University.
Some Universities offering courses in Electronics for your reference : RWTH Aachen, TU Braunschweig, Uni Bochum, Uni Bremen, TU Chemnitz (variety of courses), TU Darmstadt
For robotics you can try in USA or even Japan where the technology is moving at a fast pace.
