No, you need your B.Sc marks to be valid enough and cutoff board marks to get admission. If you have a science background, then it is good but not necessary.

I don't think so, because minimum eligibility criteria to get admission in IGNOU is to have a Bachelor's degree in the revenant subject i.e, B.Com. I think, you will have to clear your supplement first and then you can apply for IGNOU.

No, hansraj is one of the best colleges of DU, they generally close their cut off for 93-94%. I don't think you'll be able to get admission in it.
