Yes, you are right that you will face this question at the time of your PI. A gap of almost two years would be too long to be ignored by any Institute. I do not see it as a possibility to get admission to Lateral entry for the B.tech course based on the eligibility of one year B.tech from some other University (previously). Usually, the lateral entry is provided to those who did diploma in engineering post their 10th and now plan to opt for the degree course in engineering as well.
If you are keen to pursue B.tech from another University and wish to discontinue from the current then you would require to take fresh admission in another college/ university.

As you have not mentioned the University under which you were about to write these exams it gets difficult for me to provide any specific information but in general to reappear for the papers which you couldn't clear, you would require to refill the application for the same at your University office and based on which, once the notification is released on can re-write the exams as per the schedule.I would suggest you to contact your University to inquire about the provision & process of reappearing.

If you want to take admission in MS in Civil Engineering from this university then you should have :- Completion of a minimum three-year Bachelor's or equivalent degree program at a university or college in the field of civil engineering or a relevant discipline with an overall 3.0 or better, unless the Board has noted the equivalence of these financial statements. This course is taught in German language so knowledge of german language is must also the university charged you the tuition fees Euro 480 however i would suggest you to kindly contact the university for more and exact details on fees.
