Hi Shreyas, have you attempted writing one?
SOP : its an essay about yourself and you basically need to write about your educational background, the course you want to pursue and reasons for choosing the same. What are your future plans and why have you chosen a particular univ and the country.
LOR : must come from your lecturers or professors who have taught you during the course and can write well about your performance in class generally and in the subject. These should be on the letter head of the college where you are studying and should be dated, signed by the prof with a college seal

You can give UPSC exams from anywhere accross the country BUT for any specific State selection exams you have to be domicile citizen of that state !Your Qualification is perfect for these exams ! Your degree is valid irrespective of any university/state.Better give exam from your resident state for state level exams ! For UPSC exams there is no problem.

Kallol.There are many foreign universities that offer distance learning courses. I live in UK and I can suggest the following universities.
1. Heriot-Watt University - Msc Financial Management
2. University of Bradford - MBA
3. Norhampton University - MBA
4. University of London - MBA
Finally, Don't choose any university where the degree is sent by e-mail and you have to print it out. Personally, I cannot imagine any British university doing that. But you have to be careful just to be on the safer side. Give me a thumbs up if I had given you some useful information.

Collecting degree is not enough u must have practically sound also. First of all i would like to suggest u that whatever u r doing do it thoroughly. Clear ur fundamental concepts. It should not be like that making second floor without any foundations. Industry requires Technically sound professionals not the theoretical persons. Instead of collecting degree take any International Certifications with u in less amount of time which helps u more. Lots of career lines are there in IT industry as well.
