IELTS is a test which need to be taken by all the international students whose first or native language is not English.
Mostly all the universities in Australia require IELTS score of 6-7 bands plus.
With your score it will be very difficult for you to get admission in any good Australian university.
So it will be advisable for you to take IELTS again and try to score at least 6-7 bands plus, so that you can get admission in good university.

In order to pursue MS in US, you need to have:
16 years of education with good academic record throughout, preferably 60% plus in graduation.

Yes DEC does not show any notification for MCA from EEILM University. Do not loose heart, confirm the officials there who will be the righteous people to guide you on the same, because at times updates on few things take time so confirm once verbally.
Else you can even look for Sikkim Manipal University if at all you aiming for correspondence MCA in Sikkim only.

The minimum qualification required for appearing the competitive examination is Graduation.
