I don't think that any medical course is available vide distance education mode after XIIth. Yes, you can do some of the specialized courses in field of Homeopathy, Ayurvedh, some specialized therapy's, but only after graduation.

Although, your CPI is not good but IIT brand name will do the trick for you. There are many professors in your department, whose letter of recommendation work like magic due to their own connections, try that. TU Dortmund and Aachen, both will give you admission based on good GRE score. I do think that TOEFL is required for German Universities, check that. Good Luck.
