The scholarships are usually merit based and awarded by the universities on basis of the student's academic record, extra-curricular, etc. You must visit the university websites and check the financial aid information. Besides the university scholarship, you may also want to know about outside scholarships for abroad studies such as British Chevening, Fulbright Scholarship, Inlak Scholarships and so on.

Of course you can. Enroll yourself for a certificate course say in the summers. Apart from studying, please make sure you get to try hands on in a real or a live project under supervision. You can record all your learning officially and it will be very worthy to share the same later on while searching for jobs or applying for higher studies.
