The eligibility criteria for both M.Phil and Ph.D varies for every institute. However the basic requirement is a Masters degree or an equivalent degree in the relevant discipline.
However the cut off percentages vary. Some of the institutes conduct entrance exams and some of them require atleast two Research Publications for the Ph.D programs. Some also require work experience of a couple of years. Yes you can surely pursue education abroad after completing your 12th with commerce background, you can pursue undergraduate degree in :
Accounts.
Management.
Hotel Management., and many more courses.
UK, is the best study destination to pursue undergraduate degree, there are many good universities in UK which offers undergraduate degree in various fields.
To pursue undergraduate degree form UK, you need to take IELTS test to prove your english language proficiency.
Besides IELTS, you also need to have good academic background preferably 60% plus in 12th from recognized education board.
Universities in UK have 2 admission intake in a year, namely:
Fall (August) intake.
Spring (January) intake.
Average fees at UK universities is around 15,000 pounds per-year, the tuition fee and living expenses might be more or less depending on the university and location.

As you are studying in 11th class with commerce background, it would not be possible for you to pursue marine engineering.
You need to have, Physics, Chemistry and Maths as your subjects in plus 2 level, to pursue undergraduate degree in marine engineering.
After completing your 12th with commerce background you can purse:
BBA.
BBM.
B.com, and many more courses.
Apart form the courses mentioned above you can also pursue:
BHM (Hotel Management)
Mass Communication.
Event Management, and many more courses.
What I would suggest you is that, before opting for any course you must first decide in which field you wish to build your career and accordingly you can can opt for for best course as per your interest and liking.

Please remember every institutes and universities have their own fee structure, the fee for MBA or PGDM may vary from Rs4 Lacs to 8 Lacs and more.
Now a days almost all the banks offer education loan to students, to pursue their education in India or Abroad.
The banks offer maximum loan of Rs 10 Lac for education in India and Rs 20 Lac for education abroad.
The repayment period vary from 5-7 years.
The bank do not ask for any collateral security up to the amount of Rs4 lac, but if the amount exceeds Rs 4 lac then the bank will ask for collateral security.
The repayment of the loan amount starts after 6 months of completion of course or after 6 months of getting job, which ever is earlier.
