no need to hold up your further studies because of any fear of IELTS. I don't understand why you are not taking it- all colleges you apply to abroad are going to need IELTS or TOEFL. Contact me if you are in Mumbai for IELTS coaching.
Go to www.bbc.co.uk/./sixminute/ -Vidoe and audio will teach you a lot about how to talk, and lsiten. Read the newspaper. Start a daily diary - make sure you write each day at end of day at least 4 paragraphs- how you started the day, what you wanted to do, what you did, write the funny things, good things, bad things about your day. This will help you build confidence and clarity of thought and you will start improving your ability to express yourself. Do not worry about the grammar yet- but yes, ask friends for their help and finally, get a coach.

It may not be apt and accurate to be able to give away any accurate information about any institute's reputation, but then on the basis of the information available online, the institute seems to be quite well established and is offering authentic certification courses. SO as far your question of CCNA is concerned, I think the institute is of worth as far the genuiness of the certificate awarded is concerned. But then it would be necessary to have analyse oter factors like infrastructure, lab, curriculum & method, faculty, batches etc, so for all this it is important that you visit the institute in person.
Also you may gather some feedback from students of the current batches about the institute and faculty, by this way, you would be able to take a proper decision.
