Firstly I congradulate you for your level of thinking.
ONGC is a Public Sector Enterprize, There is no such provision that every HR of ONGC should employed through IAS (Civil Service Exeminition) or every IAS are elligible for ONGC placement.
When it comes to the matter of IAS my advice to you that you enjoy your 12th course now and try to master all the topics tought at your school.
Then go for your under graduate study (10+2+3/4/5) { Recomended Do Masters in Management} in any of your favorite subject and prepare right from 1st day of college along with other mendetary subjects.
