It basically depends upon you category. If you are from general category and Delhi resident, then a rank about 1 lakh will get you a branch at least in DTU. Moreover, you should qualify JEE mains for branch of your choice.

Hey star,
the faculty are well educated with many having Ph.D degree and also industrial experience.
the average package is Rs.4.5 lacs and above.
the college timing is mostly 9:30 am to 4:45 pm.(It may vary sometime)

Out of personal experience I would not recommend anyone to study abroad for one's UG degree. 86% however is alright for entry to a BEng/BTech in CSc or IT in any country abroad. If you have good genuine funding in place then UK is the best destination for a UG with Honours. One cannot however expect Permanent Residency (PR) as something which they are deemed to attain upon graduation.
