Criteria is different from each college. Please refer selection criteria of individual colleges to get more clarity. But as a thumb rule, career 80%+ is decent & 90%+ is good for admission to top B-schools of India.

(1) Admission of students into the Autonomous Degree Courses will be on the basis of the aggregate marks in the qualifying examination or its equivalent, for both the undergraduate and the postgraduate courses, unless specified otherwise.
(2) Admission to B.Com is through the College Office (Commerce Section), by filling up and submitting a form, and through an interview with the Vice Principal of the Commerce section or his representative.
(3) Students passing the Class XII from Boards / Universities other than Maharashtra State Board and seeking admissions to First Year B.A / B.Sc. / B.Com. / BMS / BMM / B.Sc.(I.T.) / B.V

No. I am really sorry to tell you that you cannot apply for a Bachelor degree after failing in class 12th. You can take admission in Diploma programs based on your 10th mark-sheets but I will advice you to reappear in class 12th to have a safe and secure future.

MS admissions in Canada are very competitive and you must have a strong research oriented profile.
