There is no college available which is specifically for CA. There are colleges which provide CA along with B.Com. There are coaching institutes which provides coaching in CA, other than ICAI.

It’s very hard to say which university you will get admission in. Admissions are based on the university's selection criteria and the student's profile. If they like your overall profile one of the top 20s may take you in. Check university’s websites for admission requirements and average GRE scores of admitted students in the civil engineering MS programmes in last years. Your SOP, LOR and also extracurricular activities, project work, etc. will be scrutinized. Check this:

As per German standards your score is quite low, but you can apply for some paid courses (95% courses are free in Germany), now you can appear in IELTS and score at least 6 band and also appear in GRE because your percentage is low.

Hello Venky,
First you have to choose the study destination. Depending on the country you wish to study, you need to take up the exams. For example, In case of US you need to take GRE and TOEFL. Whereas in other countries, GRE is not mandatory. Try to score well in your Bachelors. If possible strengthen your profile by publishing some papers. Do some research and shortlist the universities. Apply within the deadline.
