Hi,
The best universities in Canada to pursue your masters in electronics are The University of Toronto, McGill University and University of Western Ontario. Fees varies from university to university put you should have a total expenditure of approx. 80,000 CAD for the entire program including living expenses.
To answer your 2nd question, no you cannot get admission directly into PHD before pursuing your masters. However, you can get direct admission in the same university in PHD once you have finished your masters.
