Every institute has its own course specific eligibility criteria for admission, in order to know the exact eligibility criteria it would be always advisable to browse through the institute's website you wish to apply.
Overall, in order to pursue BBM, you need to be 12th pass, plus you need to take entrance test conducted by various institutes.

Yes, you are eligible.
Eligibility Criteria for UPSC exam :
1) A candidate should have a degree of graduation in any field from any recognized university.
2) A candidate in his final year is also eligible for the civil services exam. (IPS, IFS, IAS)
3) A candidate's age must be between 21 to 30 years. 3 and 5 years of relaxation for OBC and SC/ST respectively.
4) A candidate must be an indian citizen.
