To crack the exam, the preparation requires the right approach along with the right study materials and strategy.
You can read guide books like General Studies Manual, Indian Politics by Lakshmikanth, Ancient History by D.D.Kausambi's, R.S.Agarwal [Arithmetic], Wren & Martin [Grammar], Logical Reasoning and Data Interpretation by Arun Sharma, etc. You may even study journals and even watch television for important news reports. As you are interested in research / Phd. from Germany, I would like to say that research in Germany are usually fully funded by various government institutions and organisations DAAD etc.
In order to get a scholarship for you research, you first have to prepare a blue print of your research and submit it to the university and after getting the acceptance from the university, you have to submit the same to the organisation in which you will be applying for the scholarship.
For more details on education in Germany, I would suggest you to visit DAAD. DAAD is officially authorized to provide information about education in Germany. They have offices in major cities in India.

Don't be in a hurry to quickly learn these skills/software's and then try to get a job. If you want to be successful in this field make sure your Foundation is very strong before you go out looking for employment. A student of Animation must first learn the 'Art of Animation' on paper. Provincial Civil Services, abbreviated as PCS, are actually the civil based administrative services of the State Government. These officers relate to the policy making of the state to which they belong. These officers are also selected through an entrance test conducted by the state based Public Service Commission.
The exams for the post of PCS are conducted at the state level, where candidates that are the domicile residents of that state are only allowed to appear in the entrance exam with a certain number of seats reserved for other state candidates. There are also reservations of seats within the state seats. Furthermore, the manner of conduction of this exam is the same as the Civil Services, that compromises of three different steps such as the Preliminary Test, after which a Mains paper is conducted and lastly, a round of Personal Interview takes place.
